These fields should not be read as proof of guilt. A booking record starts after arrest or remand. A court record later shows whether the prosecutor filed charges, changed charges, dismissed a charge, or secured a conviction.

Oregon treats booking photos differently from many open-record states. The general public records law gives access to non-exempt records held by public bodies, but the booking-photo statute creates a specific limit. What Is Public
The public can usually see current custody name and offense information through the sheriff roster. The public may not see a pre-conviction mugshot, juvenile record, medical information, or exempt investigation material. DCSO also says ongoing police investigations can be exempt except that specific arrest information can be released in most cases.
What is and isn't public: Deschutes custody status and offense information may be public on the roster. A booking photo is not routine public roster content before conviction, and a missing photo should be treated as a release limit rather than a no-booking result.

Oregon's booking-photo removal law is aimed at publication or website contexts that charge fees or otherwise fit the statute. Do not treat paid removal offers as the official path. The official record path is to confirm the court outcome, use the statute that fits the outcome, and contact the custodian or publisher with the required proof. State and Federal Photos
A Deschutes County jail mugshot question can turn into a state or federal custody question after transfer.
